Humanity must take the path of sustainable progress widely shared. The "biosphere" is a new way of thinking about his future political, economic and social development. It is a credible alternative to wandering the policies and economic aberrations that marked the twentieth century, generating profound helplessness in our civilizations. With the establishment of a peace plan innovative we can attend ... The birth of the third Millennium of Peace in Jerusalem ...An era of peaceful relations among all peoples of our planet and could be initiated and to end the state of war in the Middle East. It could be considered under these conditions the establishment of a real Palestinian nation prelude to the foundation of a new country: the "PIJ" (Jordan + Israel + Palestine). Its citizens would be "Jippers':''Those who live freely on both sides of the Jordan into a dynamic of progress and brotherhood !.'' Thanks to their efforts and the revival of the best values they would create a time of peace, prosperity: the civilization of the Third Millennium. Jerusalem is a symbol, Jerusalem is an issue ... but Jerusalem and its region can be an example to prepare the way of peace available to all peoples! Political tension is now stronger than ever. Although the passions generated by this city and the region are still alive after 3000 years of conflict ... it is clear that the desire for peace is stronger on the eastern shores of the Mediterranean than anywhere else in the world. This need is powerful enough to open a new era. Indeed, where to find a region able to focus better than that of Jerusalem's attention when it comes to peace and future of the planet? If the progress in technology was important in the last century, it must be noted that this is not the same with politics and morality that currently dominate the relationships between different human communities. They still have a great step forward to overcoming the negative influences most of the legacy of the past. This is the real challenge "policy" which is on the road of our generation. If sometimes we can find the meaning of our common interests (as in some economic communities) anywhere on the surface of the earth has been given its sizeinternationally for the word "politics" is "the sense of being together." The people who first take this path discover a new horizon for them but mainly they certainly mark a milestone in the history of mankind. It might as well abandon the negative spiral in which it is driven and build, among all its components, reports marked with the seal of mutual respect and dignity. In addition, it is unthinkable to expect a positive change the course of history of our globe, while the peoples of this region continue to tear, there is no doubt that the long-term future of every citizen of the world goes through Jerusalem. Thus, despite the length and depth of the problems with which they face today, it's probably in this city that will be born this fraternity. It will take its place in the human heart and then permanently sweeping hatred between peoples. Achieving this goal will remain a sweet dream without a future if we continue to discuss (and fight) with the spirit and tools that have prevailed so far. Fortunately, there are other ways. "The Biosphere" is a new school of thought that brings many benefits policies and economic proposals to change the present and the future. L Action "Biosphere for Tomorrow" has been ongoing since 1989 with the aim to overcome the current situation and generate new achievements. They must include the progress of humanity in a logic of frank cooperation among all nationalities, valuing diversity . This approach, properly developed, supported by well-meaning media and implemented by men or women worthy, concerned about the public interest, can help to create a new society without risk of negative shocks. The Western democracies have many weaknesses, they suffer from some serious shortcomings. Due to the conformity of some of their institutions, the most powerful, they s'ankylosent selfishness in a compromising their future. The material interest in the short term appears mainly motivate their international approach. They also leave in the wake of a result of their actions too often harmful effects for the other peoples of the world. They are so far allergic to any new idea that could disrupt a little bit their habits. It is therefore essential to initiate, with the third millennium, a new orientation to world affairs. The Middle East brings together a number of 'strengths to be the catalyst for this innovative momentum. The action plan of "Biosphere for Tomorrow."The proposals in this plan relate to political, economic changes that it is urgent to initiate in order to reform the social organization of society. They have been designed initially for the West. They also appear to be well adapted to change all other political systems. Especially those who are struggling to guide their future, where, with whom, the democratic ideal is still in its infancy. It would therefore be relatively easy to implement gradually and smoothly over the world. The complete program is described in the book "Biosphere for Tomorrow" published in 1996. Outline. The provisions of this plan would ensure the safety and dignity of all peoples. The national and international institutions, effectively reformed, would respond to the need to establish democracies worthy of the name. We'll see what steps we should take and summarize the ways suggested. First Decade: Peace between people and creation of the state of "Palestine." The first requirement should be the establishment between the different communities in the region permanently pacified relations. The "Map of the World Nation" and the international institutions will. The "Map of the World Nation" would be the foundation of this approach. To establish an era of peace and progress a solid well-structured plan is not enough it must be approved by a large majority of the different peoples involved. Why they should be fully informed of the benefits of this commitment and its obligations also. The plan provides that each nation, great or small, having previously adopted a democratic system evolved presented in the program "Biosphere for Tomorrow" would participate in a unit common defense under the UN umbrella. The neighbors of these countries would thus be assured of never being attacked by a "Nation of the World." Adoption of the Plan "Nation of the World" by the Palestinians. It is essential that the Palestinians regain their dignity. This requires them to create their state, Palestine, with its capital in East Jerusalem. All communities of the State (primarily Jews) could live in security under the protection of the army of the "Nations of world "which Palestine would be a course component. Note that these choices would be put into practice only when the population, two-thirds majority, would have approved. It is essential to ensure the sustainability of this company and thus be able to provide policy makers with the means to implement the choices validated by the polls. Plan of economic aid to Palestinian refugees.During the twentieth century Jews and Palestinians have suffered serious harm. The material situation of the Palestinians continues to deteriorate seriously. Western countries bear a heavy responsibility for this situation, because of their poor management of political crises that have followed. To remedy these abuses, we should set up a kind of Marshall Plan bis, funded primarily by the West. This windfall would, in addition, as a consequence, to give a tremendous boost to economic exchanges across the region. It should be noted that a major effort would be done to encourage settlers to leave certain places to hand them over to Palestinian families homeless. It is not unrealistic to think that a relatively large number of settlers would be willing to make this effort if it is in a sense of hope and peace. And, even more easily if they receive substantial aid to create multicultural cities in places not occupied at the moment. Test period. This first period of tests covering a decade. It would allow the Israelis to realize the long-term viability of this solution. In turn, they might consider adopting this defense system, and thus participate in the army of the "Nations of the World." The Covenant "Nation Of The World."It is possible to summarize in a few words: "Overall, the vital interests of a nation and the security of its borders is provided by a coalition of countries who all jointly selected the same defense system, everyone participates in its capabilities under the auspices of the UN. In the executive responsible for managing the group globally each nation has one vote, and regardless of its importance. The resources available can be used for civilian tasks to assist populations in need. " Here are some excerpts: § The signatory countries commit to : Implement an immediate democratic dialogue among all segments of the population. To adopt all the provisions of the agreement by two thirds at least of the population. Ensuring total eradication of weapons of war are the hands of the people. § The international community has undertaken to : Ensure the integrity of the country against any external or internal attacker using, if necessary, the armed forces under his responsibility in the world. If non-compliance by the Government, the Commission could automatically take the appropriate measures to enforce them. (For example the holding of free elections, if the commitments of the Covenant are violated). The right to peace and progress. The pact "NATION OF THE WORLD" is a proposed vaccination against wars, relatively easy to implement ... If the popular will is really taken into account. The level of life would increase rapidly. Within specific, countries should reform their constitution to deserve the status of "NATION OF THE WORLD" and enjoy the many economic benefits that accompanied it. This would no longer condone the rulers who do not respect human rights and depleting their people by an irresponsible policy. Some countries with periodic disturbances and finally commit to a path of democracy and stability. They would become the preferred trading partners. The nations that accept the agreement could gradually the economies of their military budget. The precautions laid down for its implementation would not disrupt abruptly habits of the population, its officials and officers. Second Decade: Israel and Jordan to adopt the same system of defense policy and harmonize their operations with that of Palestine. The second decade will be devoted to gradually build structures that would implement, in parallel, in the countries of the region. Their links are gradually tightened in particular the states involved in the Palestinian problem. Their systems of internal political and economic operation would approach more and more, thus boosting their political, cultural, sports and economics. Functioning of the most advanced democracies is far from exemplary. So much so that many people doubt that democracy is the best political system. Proposals for "Biosphere for Tomorrow" would make its credentials to democracy and to make time for a worthy purpose to meet the citizens of the world's most demanding about their future and that of future generations. In broad outline of this plan, it should be noted that the state would consist of three main bodies. 1 / The Executive. It would be ensured by three people the President the Vice-President and Prime Minister. Each would take turns responsibility as Prime Minister and Vice-President and finally as President. 2 / Legislative . Two assemblies would be responsible for regulation. There would be a Legislative Assembly whose members would be elected by the people (50% proportional and the other half by majority vote). An Economic Assembly would be responsible for managing issues of work and economic activity. This institution would also be responsible for setting up the Middle East common market. 3 / A presidential council. It would be the moral authority of the country, guaranteeing compliance with institutional rules and be responsible to put forward the interests of the countries outside of partisan politics. Each community would elect representatives to serve on the board. The reform of national institutions but also those of international organizations will be more or less long-term need, but what matters most is to provide an opportunity for the peoples concerned to engage in a way they can find peace, safety and dignity. Third Decade: Creating a new country "JIP" meeting of the Jordan, Israel and Palestine.During the second decade, Israel, reassured by the validity of the commitment of its neighbors to adopt Peace, too, the Plan. Gradually the political basis would be established to develop a dynamic economic region, and governments would approach each other. The foundation to create a new country the "PIJ" would be ready. This community would include the present states of Jordan, Israel and Palestine would have a decade of existence at that time. All his citizens, "Jippers" would be the catalyst of this new run-up. They would work fraternally to the progress of their country, their region and also to humanity as a whole. The elections would be organized in such a way that for a few years, the balance between the different communities would be provided by law. President, Vice-President and Prime Minister would, in turn of different origin. The king of Jordan is projected to chair the Presidential Council (or royal, in the words chosen by the founders of this new country).Number of non-elected officials of various communities also sat in this council. Its main purpose is to suggest broad guidelines for future legal defense of the general commitment to uphold the commitments made by the various components of this new country. In five decades the Middle East Common Market.During the first decades of another major undertaking would be initiated. This would be to establish the foundations of the common market of the Middle East. It would cover the countries of the Fertile Crescent of ancient times and their immediate neighbors. The major focus of the Common Market was first established by Jordan, Israel and Palestine. These three countries have as main objective to harmonize their economic rules, to develop their trade orders that all end up together, as we have seen in a single nation the "PIJ". It would become the central pole of the common market in the Middle East by attracting to it the countries of the region to promote an era of progress and stability which benefit all people. The capital of "Jippers" would of course Jerusalem but it is also the capital of the business community would be able to exchange an equal footing with other major global economic community. Jerusalem the spiritual center of the planet.Apart from the strictly political-economy, we should not rule out the special dimension that should be taken in terms of spiritual example for the rest of humanity, solving the problem between Palestinians and Israelis. It is impossible to make great spiritual progress in a time of conflict, economic uncertainty or material deprivation. It is for this reason also imperative to ensure all people's accession to the welfare and safety. Jerusalem is the focal point of the three great monotheistic religions of the world. If communities of this region want to confirm with the other peoples of the world shared their conviction that God, and so common, is more than mere belief, they can only do that by hatching in the fraternity human heart. It is the only really convincing argument that can really promote the principles that structure the best their respective religions and the adoption by the majority. Far from the selfishness that have managed to date reports, each of these religions should be understood that the size of a destiny is measured by the magnitude of the gestures that shape it. If a creator is the reality, progress towards the search for spiritual unity will eventually transcend theological differences between all religions. The light radiated by these achievements and inform all other world religions. So naturally regain Jerusalem's status as world spiritual center, the capital of the brotherhood of man and focus, finally, peace among all peoples. This is not because we are far from being that this can not happen in the near future. Conclusion. So, despite appearances, despite the hardness of the ongoing conflict between Israelis and Palestinians the opportunity to change the course of events in the Middle East and the world is real. Follow this new political logic will require perseverance, courage, honesty and insight, but nothing more. Although this first attempt should be undertaken in difficult conditions, it can be crowned by success in a relatively short time. There is no alternative to the brotherhood to resolve problems between nations. Even for those who seem to have lost all hope for a long time to socialize with their neighbors. The "biosphere" and his new ideals are sure to attract them to accompany them to new horizons. Biosphere for Tomorrow 1991
